Damir Horvat is currently working with the Asian Development Bank (ADB) as a Principal International D&W Engineering Expert, responsible for the CCS/CCUS wells discipline. He also provides ad-hoc services as a Technical Expert to the COST Association (European Cooperation in Science & Technology) when required, contributing to the evaluation of proposals and technical expert/peer reviews. In addition, he is on the international consulting roster with the Clean Air Task Force (CATF), providing consulting services in Superhot Rock (SHR) / supercritical geothermal energy — in the wells engineering discipline.
He holds an M.Sc. in Petroleum Engineering (École Supérieure Robert de Sorbon, France), completed a professional certification programme in Energy Innovations & Emerging Technologies (EIET) at the Stanford School of Engineering, and is a Fellow of Engineers Australia (AFIEAust) in the Mechanical, Structural, Leadership & Management practice areas. His recent role was General Manager, Oil & Gas Upstream — Onshore & Offshore, and Member of the Executive Team, DEM-ERD, Government of South Australia. This followed a number of principal engineering and senior management roles with Shell–PetroChina.
He has more than 30 years of global experience in the onshore and offshore upstream oil and gas sector; decarbonisation technologies; pre-FEED/FEED; Technical Limit; Engineering Execution; Value Assurance Review (VAR); and in cross-border CO₂ transport networks with EU projects (e.g., CINEA /CEF-Energy), involving operators and JV partners such as TotalEnergies, Shell, EBN, Gasunie, Vopak, and Air Liquide. Damir has technical expertise in wells engineering, well integrity management, CCS/CCUS, hydrogen, and supercritical geothermal energy — including technical screening criteria for the reuse of oil and gas infrastructure for hydrogen and CCS in Europe, Asia Pacific, and North America, with conformance to international standards and experience with various EU funding schemes.
