Tobias Bihler is an economist, governance specialist and senior public sector expert on (regional) structural policy, serving as Deputy Head of the “Structural Change in German Coal Regions” Division at the German Federal Ministry for Economic Affairs and Energy. He is responsible for the main financing instrument in Germany for cushioning the economic effects of the coal phase-out: Investment Act for Coal Regions, its economic fundamentals as well as its monitoring and evaluation. Tobias has extensive experience on national and regional mechanisms across all German JTF territories. He is developing and implementing funding programs, in close coordination with effected regions. He also participates in international just transition exchanges with the UN, IEA or EU and bilaterally with Northern and Southern Africa partners, EU MS, UK and Ukraine, in the Americas, Australia and with Asian countries.
