Nina Stoimenova has over 20 years of professional experience in public finance management of national, EU, and other donor funds. She has served as a high‑level civil servant (Director General, Deputy Minister), senior advisor, and key expert within various Bulgarian governmental bodies, with extensive expertise in EU funds management, strategic planning and coordination, internal control systems, financial management, as well as control and audit of EU funds in Bulgaria, Turkey, North Macedonia, Serbia, Greece, and Romania. She has substantial hands‑on experience with Bulgaria’s Just Transition process. As Deputy Minister and Head of the Managing Authority in 2021, she played a key role in negotiating the JTF and TJTP terms with the European Commission for Bulgaria’s three JTF regions. She has strong expertise in workforce transitions, including retraining programmes for former mining‑sector workers, as well as in social inclusion and community‑focused policy design. She is also a lecturer at the Institute of Public Administration in Sofia, Bulgaria, and between 2021–2024 trained numerous employees from various administrations and municipalities on the principles, regulations, and opportunities of the Just Transition Fund for businesses and communities in Bulgaria’s eligible regions.
