Jorge is a senior expert in climate change, energy and sustainable finance with over 20 years of experience. He has supported local and regional authorities across Portugal and Europe in energy and climate planning, adaptation strategies and nature-based solutions. Jorge regularly contributes as an external expert to European Commission initiatives, providing technical and strategic support on vulnerability assessments, prioritisation of decarbonisation measures and the development of investment-ready project pipelines. His work focuses on bridging policy objectives with bankable projects, helping urban authorities structure and deploy climate investments. With extensive experience in EU-funded technical assistance programmes, he supports Just Transition territories in accelerating project implementation and mobilising complementary funding sources.
