Andrey Lalov PhD is a senior consultant specialising in Just Transition, regional development and EU cohesion policy. He has extensive experience working across all Bulgarian regions, supporting strategies and projects aimed at economic diversification, particularly in the restructuring of coal-dependent territories.
His work focuses on industrial transformation, regional competitiveness and SME development in transition regions. Andrey has contributed analytical work to the World Bank on Bulgarian territorial decarbonisation pathways. He holds a PhD focused on the social and economic impacts of industrial transformation. His expertise also includes policy design, programme evaluation and impact assessments.
